Strategies often fail in the space between collective agreement and individual ownership.

The direction may be sensible. The case for change may be strong. Leaders may leave the room aligned. Then normal work resumes, dependencies emerge and the strategy begins to behave like an additional demand rather than a new way of organising effort.

Delivery is not the next phase

The common mistake is to complete the thinking and then ask somebody else to produce an implementation plan. By that point, key assumptions about capacity, sequencing, incentives and ownership are already embedded in the chosen direction.

The route to delivery should shape the decision, not simply follow it.

Four questions to ask before committing

  • Who must behave differently? Organisational change becomes real through people, roles and routines.
  • What must stop? New priorities without de-prioritisation create overload rather than movement.
  • Where are the critical dependencies? Identify the few conditions without which progress will stall.
  • How will leaders know early? Use near-term signals of movement, not only distant outcome measures.

Build a minimum viable route

A credible delivery plan does not need to predict every step. It needs enough clarity on ownership, initial actions, decision points, resources and feedback to begin moving safely.

This is particularly important in small systems, where a highly elaborate programme structure may consume the very capacity needed to deliver the change.

A useful first 90 days should show:Named ownership; what begins and what stops; the first visible improvements; the risks requiring leadership attention; and the decisions that will be revisited as learning emerges.

Keep strategy close to operations

Progress depends on an active relationship between strategic intent and operational reality. Leaders should expect the route to evolve while protecting the purpose and principles behind it.

That is not drift. It is disciplined adaptation, the work of keeping a sound strategy useful as it meets the real system.
